How to pull Single Line Data from One Tab to another that is spaced without skipping.

Greetings everyone,

First post here and am stumped with this one (thus why I'm here).

I am trying to take single-line data from Tab2 and pull it into Tab1 with a dual line format that then has spaces between each data set so it can be used as a Report.

Here is what I'm talking about:
Tab 2 has project Data in a single line format:

I'm pulling some of that Data into Tab1 in a 2-line format that I can then use as a simple Report:

Each entry in Tab1 represents a line in Tab2 (First entry in Tab1 = First line in Tab2, etc.).

I have three spaces between each set of data in Tab1 for room for notes.
I entered a few manually, then dragged down to copy and it doesn't copy like I hoped it would.
Excel skips rows in Tab2.

How to I get this to drag-down-copy correctly?
There are over 250 lines and 5 links per line.
I really don't want to manually enter 1,250 formulas.

Can any of you help?
