lookup comments from last month using an IF query and lookup tool

Please can you help.

I am trying to use the vlookup tool or something better to do the following:

In worksheet '23NOV20' if 'planned finish' is a date earlier than today then:

lookup the project id in worksheet 'last month' and display the text entered in the 'comments' column in a new comments column.

Try in any empty cell and copy down:
