tab button does not move

I to all,
the tab button if the sheet is protected does not move to the colored cells but only to the first three H4 / L4 / P4.
The sheet consists of two parts.
The second part is a copy of the first part made with copy/paste.
A help?

The TAB only moves to the unlocked cells!

The colored cells are all unlocked with format cells> lock cells> no.
All other cells are locked
