Set day IF statement is true as return value

I have on the master worksheet a column that shows either "in progress" or "completed" for various items. This will show these values if all corresponding cells in all the other worksheets read in progress or completed. For example if all B3 cells in all other worksheets say "in progress" then the cell on the master worksheet will show "in progress" or "completed" if the same conditions are met for "completed".

Now I would like to know if there is a function i can use, in for example cell C3 on the master worksheet, that will return the date at which B3 on the master worksheet shows "completed".
