Automatically assign Start Dates to Jobs based on Build Rate per Week

I am trying to create a dynamic schedule for our Production Staff, that automatically assigns Starts date in A8 down, based on the table located in column G and H and by week.

In the table located in G and H we have the build rate of units by type per week. So we plan to build 10 units per week. I would like to adjust that table if our output increases or decreases and have all the start dates in column A adjust accordingly by week. I have a master production schedule that has about 1000 lines of jobs that I want to apply this formula to. In cell C2 and D2, this is the starting week I would like the schedule to start with.

As far as what start date auto assigns to a job number based on the model type it can be any day per week as long as the build rate per week isn't exceeded. Or work schedule is Monday through Friday.
