Help with IFS formula with multiple condition

Hello guys, I have a problem here, which hard to explain, so I hope my post will get somehow through you.

Short explanation, Reorder Qty (PN) is based on Reorder Qty [PLU] of the same Part Number [PN] hence the green highlight. I use SUMIF to do that.

Part Number (PN) 0002540447 has two duplicate values and 0004309815 has three duplicates values. What I want to do is to fill Reorder Suggested which is the F Column based on Reorder Qty (PN), but it's not that easy. As you can see the formula I use is not perfect, Reorder Suggested for Part Number 0002540447 is -6 and -59 which exceed -59 in total.

The ideal result I am hoping for is in the G column. I imagine I have to use sumif to do this, but I don't have the capabilities to do that. Anyone can help?
