LINE BREAK ISSUE in Data

Hi,
I have an issue with data in my csv file. If a cell value has line break in the text it splits into multiple lines within the same cell. So this line break issue can be handles using SUBSTITUTE function available in excel. But in my case the data in a particular cell is getting split not within same cell but to the next row. So how do i handle this ??
