Calculate value based on multiple variables

Good evening all,

I'm sure the answer is probably a fairly simple one, however, after hours trying to work out the formula, I just cant, so, have had to come to you for help.

I have attached an example spreadsheet which explains what i am looking to achieve, several examples including the rational as to why they are what they are; hopefully everything you need.

Really appreciate the assistance and if you do need more information, I will do my best to answer.
