Conditional Formatting on partial match

Hello all,

I have applied a C.F to no avail in my sheet,.

Cell A8 has 14 characters, Cell B8 has 13 characters.

I want a C.F please whereby cell B8 will highlight in green if the first 13 characters match with cell B8. I am using this:

=COUNTIF(B8,LEFT(A8,13))

Where am I going wrtong?

The first 13 characters of A8 do not match B8.

re-opening this post. Can anyone tell me how/why cell B13 (13 characters) is not highlighting in green when looking at cell A13?
