Hello burn2772 and Welcome to Excel Forum.
A formula can not remove a value. Formulas can be used to copy values, so in the case of the screen shot formulas could be written to copy the values in rows 1:3, 6:7 and 10:11 to another location. Is that acceptable?
If not then you'll either need VBA or possibly Power Query (Get & Transform in the 2016 version).
We would probably be in a better position to give specific advice if we could see the Excel file from which the screen shot was made (instructions are in the "HOW TO ATTACH YOUR SAMPLE WORKBOOK" banner at the top of the page).
