In F5 (remove ALL data in this column first):
=UNIQUE($B$2:$B$31)
In E5 copied down:
=TEXTJOIN(",",1,FILTER($A$2:$A$31,($B$2:$B$31=F5)*($C$2:$C$31=G5),""))
