Rank Data Based On Their Dates Without Ties and sort according to rank

I have been thinking about this formula for a while now,
I still can't wrap my head around it and find a solution.
I am seeking any solutions from Excel Forum.
It would be a big help if anyone can help me!

Formula function: Rank Data Based On Their Dates Without Ties and sort according to rank
The data source is live and changing everyday, is it possible to let the rank cell range to be flexible?

For example:
1.To rank dates based on dates without ties

It would be easier in Excel 365, but as you have version 2016 try this:
Assuming your unsorted data is in A2:B8 in D2 write:

and copy down and right. It sorts data according to column B, having in mind that some of the dates are repeated.
