Need Help to make a Billing sheet each month with penalty if not paid

Hello,

Need help producing an excel sheet for a billing stall rentals. With due date every 20th of the month. If not paid on the 21th of the month there will be a 2% penalty and with new sheet at the start of another month. Additional 2% penalty the 1st of the next month.

Here is the sample excel file. Different sheet by month and if not paid for January. The amount will be shown and use on the next sheet to compute the penalty of 2%.

For Example the due date is January 20 when he still did not pay it by January 21 there will be a 2& penalty already. When the date hits February 1 and it still not paid, another 2% penalty will be added by each month that it is not paid.
