TEXTJOIN and IF Array

Hello,

I have all the data in one sheet. One set of columns has a name and serial number. There may be multiple listings for the same name but the serial number is unique. What I'm trying to accomplish is to get a list of each unique name in one cell and then all the serial numbers, separated by a comma, in the next cell that correspond to that name

Bob Smith Serial1,Serial2,Serial3
Jim Jones Serial 6,Serial10
etc....

This is the formula I'm using that doesn't seem to work:

{=TEXTJOIN(",",TRUE,IF($B$2:$B$1369=H2,$C$2:$C$1369,""))}
