A bad example... as there is a 5th Thursday in February ONLY when 1st is a Thursday AND it's a leap year!!
With date in A2, to get the 4th Thursday in Feb 2022
=WORKDAY.INTL($A2-1,4,"1110111")
where the bit in red defines the n in nth occurrence and the blue 0 defines the day of the week (in Mon-Sun order)
