Single formula that spills to create an entire column

I have a list of employees and their skills.

In the attached workbook, H3 concisely summarizes a new project's need for Al's various skills. I enter the formula in H3 and then copy it down to create H4:H9.

Do you know of a single formula that I can enter in H3 that will spill down to form H3:H9? I want to create the column H3:H9 with one formula. This column will later be the "include argument" for a FILTER array worksheet function that will display all our employees who have skills needed for the new project.

    Thank you!

No workbook attached. Also, please update your profile with your correct Excel Version.

    I thought I had attached a book, but obviously I hadn't.
I use Excel 365. I don't know how to update my profile.
    Thank you

What is the lambda function? Don't I have to create that as a custom function?

Not when it's used in conjunction with a lambda function such as BYROW
