INDEX/MATCH w/ SMALL doesnt list duplicates, instead shows multiple of highest on the list

Have a separate spreadsheet where we track sales teams. Using another spreadsheet, one of the things we track is the 10 lowest producing states using the SMALL function. Recently noticed if more than one state has the same percentage, it will just show that state twice on the list rather than the 2 or more different states. I know this has been answered several times before but I can not seem to find the formula that works that is best suited in this case and with our excel version. For the purposes of a sample I have deleted all surrounding info and copied the tab normally referenced from the other spreadsheet into the sample for accuracy. Issue is highlighted with arrows. Appreciate your help, maybe I am wrong, but it always seems as though the more commands, the more room there can be for error and more processing needed. Thank you.

if you're using XL2021, perhaps a Spill approach such that you first clear existing formulae in L28:L37, then:

Both work perfect but the spill approach is something new to me. Simple and efficient. I can already see a few replacements coming. Thank you!
