The formula is running an INDEX against a a unique name from a data validation list and returning the value from column 9. However, for some reason, it is returning the value from the cell beneath the actual correct cell that should be called. Any help will be appreciated.
=IF(ISBLANK(INDEX(*****_issued, MATCH ($E5$, rank_name,0),9)),"Not Issued", INDEX(*****_issued, MATCH($E$5, rank_name,0),9))

Check that "*****_issued" and "rank_name" are referencing the same rows.
