Formula to calculate the cost of achieving band D

Hi everyone,

Would anyone happen to know what the formula would be to calculate the cost of achieving band D. I'm still currently trying to learn formulas but i'm having a little trouble at the moment. I've used an IF, AND and SUM formula but my results weren't right after I cross compared them to some of the answers that were there. Could someone please give me a hand with this as i'm struggling to get the answer.
