    INDEX MATCH not functioning

    Hello,

    I am trying to do a simple index-match formula, and for whatever reason, it does not work when it has many times in the past. I even tried putting quotation marks around the 'OMB' sheets, and it's still failing. Please help!

    =INDEX(OMB!$E:$E,MATCH(1,(OMB!$C:$C=Sheet3!$A2)*(OMB!$D:$D=Sheet3!B$1),0))

    There are instructions at the top of the page explaining how to attach your sample workbook (yellow banner: HOW TO ATTACH YOUR SAMPLE WORKBOOK). Screenshots are of little practical use as we cannot manipulate them.

    A good sample workbook has just 10-20 rows of representative data that has been desensitised. It also has expected results mocked up, worked examples where required, relevant cells highlighted and a few explanatory notes.
