Conditional Formatting between 2 tables, with 2 criteria.

Hello, I have 2 tables, the first is a list of employees who signed up for special vacation per month, the second is a list of all employees and a second column that lists eligibility. I have been trying to format it in a way that the first table will highlight all cells with one color for all employees on the second table that have a 3 in the second column, and all other employees with less then 3 a second color. I have been trying to do it using Countif in conditional formatting, but I just can't seem to write the formula correct. I have included a mock worksheet if anyone can assist writing the formula.

    Thanks in advance.

I will try that right now, I am not very familiar with using Xlookup, I will report back soon.

I apply the formula to a cell and it counts in 1 and 0 so true and false, but when i attempt to use it as a conditional formatting rule to apply color, it gives me an error. The formula works though!

If you want to hide the helper column.

    Formula: copy to clipboard

And put it in the conditional formatting formula.

I have done it for you in the attached workbook.

You are amazing, thank you so much! This is exactly what I was trying to do. I guess I better study the xlookup function. I was trying to use Countif and banging my head off the desk.
