Please fill in expected results for two of the twelve months - do this manually.

Guesses:

Max: =LET(m,MONTH(DATEVALUE(H$8&" 1")),MAXIFS($B$2:$B$915,$C$2:$C$915,m,$B$2:$B$915,">"&0))
Average: =LET(m,MONTH(DATEVALUE(H$8&" 1")),AVERAGEIFS($B$2:$B$915,$C$2:$C$915,m,$B$2:$B$915,">"&0))

Copy across.

Try:

=LET(m,MONTH(DATEVALUE(H$8&" 1")),PERCENTILE(IF($C$2:$C$915=m,IF($B$2:$B$915>0,$B$2:$B$915)),0.25))

etc.

And in C2 copied down:

=--MID(A2,4,2)
