No expected results, so a guess:
=SUMPRODUCT((Sheet1!$D$2:$D$18=$B3)*(INDEX(Sheet1!$E$2:$AI$18,,MATCH($C$1,--Sheet1!$E$1:$AI$1,0))=C$2))
