Can the cells in column F be highlighted red fill when the selected Category is not in the Category Rule from column I matching the Detail?
I put 3 examples of 3 incorrect entries.

how about
=AND(COUNTIFS($H$3:$H$55,$E3,$I$3:$I$55,$F3)=0,COUNTIFS($H$3:$H$55,$E3,$I$3:$I$55,"")=0)
picks up another 2 - one with a blank
is that giving the results you expect?

I noticed there are additional helper columns. Are these necessary?

no sorry , i was testing the formula in the sheet so can be deleted
