It is erroring out because the minimum payment is too low to (effectively) ever pay the deby off. If you set the APR to 11.9999999 % (see file) the final payment will be made in 2257... when ye and me will have passed from living memory!! At 12% and above it simply errors out.

I get a circular reference error on the first formula. The second returns 0.

is it your template that needs to be replaced or your assumptions in row 11? the numbers in rows 12 and 13 match my finance calculator's numbers but your numbers in 11 don't work which has been noted.
7606.56 at 30.49% APR interest would amount to 193.27/mo in interest alone therefore a monthly pmt of 76.07 will only have it accruing more unpaid balance and the NPER formula is looking for a future value and since you left that part out it assumes 0, therefore errors or #NUM!
