% Change Question

I would appreciate help finding the function for the % change and the answer. Thank you so much.

% Change (compute the percentage of change - 1 decimal place)

Normal way would be

=B2/B1-1

where B1 contains initial value and B2 new value

format cell as perecntage to 1 decimal place, I calculate the answer as 51.3%. Of course this is an increase, a decrease would be shown as a negative percentage
