    You can use conditional formatting

    1. Select cell b4
    2. Choose Format->Conditional Formatting...
    3. Choose
    Cell Value Is
    Greater than
    =$O$4-SUM($B$4:B$4)+B$4
    4. Click the format button and set the color to red
    5. Click ok
    6. Use the format painter to copy this format to the rest of the row

    Assuming you want the same formula to change for each row if you copy it down

    Choose format, conditional formating formula is and put
    =SUM($B4:B4)>$O4

    in cell B4

    this can be format pasted, or copy, paste special formats to all the other cells

    Regards

    Dav
