Can't Select Macros From Tools Menu

I have a number of excel workbooks that have multiple macros. All the macros are working fine, but somehow when I pull down Tools menu, the Macros selection shows up in faint color and is not accessible. I never had this problem before.
I also tried to create a new workbook and same thing happens.
I believe this happened when I was recording a macro and it wouldn't let me stop recording. So I closed that workbook without saving it and then the problem started. Am I missing something in the setings or is my Excel Software corrupted?

Any ideas or suggestions would be appreciated.
