Vlookup (3 critera)

I have a few columns of data. The first is a sort of timestamp, expressed purley in numerals, as in 00:15:00 would be represented as the number 1500. The last colum has an error messages, this is alphanumeric and is fairly random. There are lots of blanks in this column. I'd like to be able to count the number of non-blank cells in the last colum, while specifying a time range for the 1st critera. I've uploaded my example book.

Where column A had the times, and column D has the error. G3 and G4 were my times to find in between.
