I'm reading a file that represents time as the number of seconds from January 1,1903. Can & how can EXCEL convert this number to a date and time that can be seen on a graph generated in EXCEL. Thanks for the help

Welcome to the forum.
="1/1/2003" + a1 / 86400
... assuming A1 contains the number of seconds after 12AM on that date. If it's the number of seconds after midnight,
="1/2/2003" + a1 / 86400
