Conditional Format Paste Problem - File Attached

I'm using Excel 07. What I want to do is set up the whole column to have the conditional formatting based on which columns have data in them and then have the complete column N and O formatted with the conditions. I am able to copy the cell, use the paste special function and paste the formats one cell at a time.
    EO Test.xlsx

In the attached file columns N and O have conditional formatting as in the pics.

    \1
    \1

The problem is when I attempt the past on the whole column, it locks in the originating row/cell vice allowing the row to change with each cell

    \1

I performed this and it is in an example on the attached file. Column O is the pasted special function over multiple cells. Column N cells were pasted individually.

I want to be able to transfer the format to complete column allowing the row to change with the paste.
