Resize problem with vba UserForm

Hi All,
I am facing a problem with form being resized. I use excel 2003. On my machine, it shows properly. Even I checked on some other machines with excel 2007. No problem there also. When I sent out, some people are getting the problem of the form getting resized. I am using background image which is fixed size. So, in the distorted image, as the form is becoming bigger and the image being fixed in size, the controls moving to the locations depending on the resizing, the form looks very bad. I have attached the screen shots for your reference.

I changed screen resolution and tried to reproduce this, but could not do it.. Any thoughts why this is happening?
