Excel manipulations

Below is a sample of rows of my excel sheet
1 1 2 1 3 1 4 1
5 1 4 2 1 3 6 1 7 1 8 1
4 3 7 2 10 1 11 1 12 1 3 1

Basically the first column is a word no and then second column is it's frequecy in that particular row. Similarly 3rd column is the feature and 4th column the frequency

Each row is a statement and every time it encounters a new word it assigns it the next serial no

What my output should look like is a column for each word S.No and below it should be the frequency of that particular word in that row. If a word is missing in the row then it should so

So my Output should look like

Can sum1 please suggest a method for the same
