Say, i have a table with qty and item. I want to do a formula that tells me which are the items that have quantity below 3.

To best describe or illustrate your problem you would be better off attaching a dummy workbook, the workbook should contain the same structure and some dummy data of the same type as the type you have in your real workbook - so, if a cell contains numbers & letters in this format abc-123 then that should be reflected in the dummy workbook.
If needed supply a before and after sheet in the workbook so the person helping you can see what you are trying to achieve.
As a rule a VLOOKUP can only return one result.

Other than If and Vlookup formula, are there any other methods i can use?
It's not clear where you want the results to be output but assuming you wish for the results table to be in addition to the source table have you considered using Advanced Filter ? http://www.contextures.com/xladvfilter01.html
