Counting # of rows with negative values and also changes when apply the filter

I am trying to create formula that will return # of rows with negative values and also changes when I apply the filter. I also attached the example file. I would like them to return

6 in cell F2 when filter (All)
2 in cell F2 when filter CT
2 in cell F2 when filter MA
2 in cell F2 when filter NY

Could anyone help me?

Put =SUBTOTAL(102,C4) in D4 and copy down. Then for the total put =SUMIF(C4:C21,"<0",D4:D21)

You can hide D after if needed.
