The formula only works when I copy data from one cell and Paste Special and then select Values.

Some of the values in Column N are actually "preformatted" as Text.
Select column N and then go to Data|Text to Columns and click Finish.
Then Format the column as General (or Number, 0 decimals).
Where there is a will there are many ways.

Your lookup table seems to be one column
