Excel cell automatic expansion or popout

I need to produce an automatic cell effect in an Excell table. If not possible with Excel table, I would appreciate any information on a kind of table it is possible with.
Table I am creating should serve for overview. Cells do contain details but are shrunk to a predefined same size (for symmetry) and details should only be visible when you hover over (preferably) or when you click on the cell, which afterwards either expands or pops out, or gets bigger in any sense, to display all details (like when you do not need to open the posted threads on this forum, but only put mouse pointer on the wanted one and a text box with details pops out). Before any cell is indicated it only contains either a title to the “topic” mentioned inside, or just a beginning of the text, a few first words of all the cell text.
It should go back to the smaller „overview size“ (or pop in) once the mouse pointer is removed, or on another click.
I would really appreciate any advice as to how to do this, what for I am thankful in advance.
