Expanding on the use of VLOOKUP to combine with a loop

I enclosed a spreadsheet to make it easier to look at.

On the 1st spreadsheet I have "Data A" And "Data B". On the 2nd spreadsheet, I have "Data B" and "Data C". For each, there could be more than one value returned.

I can do the vlookup which returns Data A/Data C and gives me my results. I run into an issue if Data B has more than one value. If I extend out Data A /Data B to replicate, it keeps returning the first value found in the vlookup. To avoid this, I would do comparisons and move all the one's not found to a new set of columns and repeat. This is not efficient.

I think I need something that says:
Do a VLookup. If Single Role +Profile have not been used, then return the value. IF values exist, check next row and return.
