    Count rows that meet or exceed changeable % and divide by constant number

    Here's my dilema that I want to create a formula for:
    I have a column of percentages, which is actually 77 rows. I want to count each percentage (as a number)that is "at or above" our on track percentage of 22% and divide by 71. I also need this formula for five more columns as well.

    My problem is that the 22% number changes weekly. Can I specify a certain cell to pull this number from?
    Also, I cannot highlight the entire column for the formula because there are 6 cells that I do not want to include which are subtotal sections. So, I would need to choose certain cells of this column to be included in the formula.

    Can a formula be created by choosing certain cells, verifying that they are at or above an on track percentage from another cell, then counting them as a number, and then dividing that number by 71??

    I need to have the formulas at the bottom of each column. Did you put any formulas in this because I don't see them.

    I copied the formula to the bottom, but it wouldn't work. I want to count the branch percentages as a general number. For instance, I have 71 branches listed, if I have 50 branches over 22% and 21 branches under 22%, I would take the number 50 and divide by 71 to come up with 70% of branches that are over 22%. Is there a way to count multiple sections above or at 22%, add them together and divide by 71 to get a percentage?

    I don0t see what's wrong:
    In C column all values are above 22% so result is 100%.
    In D column none of the values is above 22% so it's 0%.
    etc...
