Multiple Criteria Involving Cell Reference/Difficulty with what Function to use

Good Evening:

I really could use some advanced help. I have included just the portion of the document I need help with. I am trying to work with a condition in which I have a series of cells in row 45 with the headings of TWC, Partnership Plan, Data Transfer & Individual Program and a validation table (yes,no). The first series of questions work fine
=IF(F26="yes,(L13),IF(I26="yes",M13),IF(K26="yes",N13,IF(L26="yes",O13,"")))) but the problem is that if one of the conditions is the same say Partnership Plan and Data Transfer the 4 questions are showing up in a48,a49,a50, a51, but it will again start the first question of the partnership plan again in a52. I was copying and pasting the same formula to each of the cells to test the first series of conditions but since there are a 24 different combinations I was wondering if there is a way to use a function that would shortcut it such as sumproduct or countif then type every combination by hand?

Another Example

1-no, 2-yes, 3-yes, 4-yes, 2 would go into a48-a51, and then would start again in a52 when I would like the 3 to go into a52-a55 and 4 into a56-a59. But if the combination would change 1-yes, 2-no, 3 yes, 4 yes that it could automatically make the adjustment to place the questions in cell order without duplicates and could handle all of the possible variables with the combinations.
