    Maybe it should be in C5:

    =SUMPRODUCT((LTD!$A$2:$A$31<MTD!$B$21)*(LTD!$C$1:$I$1=MTD!$B5)*(LTD!$B$2:$B$31=MTD!C$1),LTD!$C$2:$I$31)
