Outputting data from list in one worksheet to another

I posted something similar yesterday, but I think the scope was too large.
I have data set in a list in one worksheet and need to output it into another worksheet. Is there a function that could look at the data the data that was output to the cell above it and then output the next item on the list? Could that same function also output the first item on the list once the cell above it has output the last item on the list?

Can you simulate it in an excel file and write the desired result.

Ok, so for the output tab, I'm trying to output the information from the list tab. Once all the items on the list have been outputted, it would start over. In this example, B12 lists 'red' again.
