Countif exclude error

I am trying to use a countif formula that countifs a cell if the number is <60

I have 3 columns I am trying to accomplish this on

for example A2 B2 C2

I have no problem with A Column or B Column but I need c column to exclude b row and a row so I am not getting over my total number.

So I want the formula to accomplish something like countif and/or a2 b2 c2 <60

There is a total number of 11failures that I am counting in E175. What I am trying to do is break it down by counting the cells that are <60 without double counting the same row so I end up with the a total of 11 altogether. I think its a little foolish but my boss wants it broke down like that. Any help is great appreciated
