Column of numbers with Conditional values, Min, Max, Greater than, Smaller Than

hi, i have 2 columns filled with populated numbers, Column A and Column B. and i need to create a function to create a third column C


i want to create a column C and i want the output for Column C to be a function based on conditional values.

i want the output of column C to be; if the value of column A is greater or equal to 0.4, use 0.4 as my value for column C.
if the Value of Column A is smaller than 0.4, use the value of Column B for my value of Column C


im sure theres a way to do this :-) please help !

i think we are on the right path but,

its not exactly what i want. column A is 0.2 Column B is -1
column A is less than 0.4 so column B should be used for the value of column C. column C should be -1 but when i enter the formula i get 0.4
