How to enter data in multiple cells reference to some cell value from a master cell & fix

If I am entering a data in a master cell, how can the data gets entered in particular cell of another worksheet depend on some particular cell's value and then the data gets automatically saved or freezed in the destined cell even after a new data is posted......

Eg. :
Master Cell = Sheet1! Cell A1 .......data to be posted
This data gets entered automatically in Sheet2! at Cell B1 if Sheet2! A1 = 1 & A2 = 1, otherwise 0
or this data gets entered automatically in Sheet2! at B2, If A1=1 & A2=2, otherwise 0 or
this data gets entered automatically in Sheet2! at C1, If A1=2 & A2=1, otherwise 0 or
this data gets entered automatically in Sheet2! at C2, If A1=2 & A2=2, otherwise 0

this formulas continues for rest

now when the data is reflecting in Sheet2, how can this data be saved or freezed without changing in any form even after we put a new data in the Master Cell with new reference (A1 & A2 value)

In b2 of sheet 2, use below formula:-

and drag on cell down and then towards right

To prevent it to further change, copy paste values but then you'll no longer to fetch sheet 1's data
