Is there a way to tell excel to change all the cells that satisfy a certain criterion (say, the value of the cell * 100 + 5 is greater than 1000) to red, or something like this?

Using Excel and a feature called Conditional Formatting what you request is a snap.

So, can I also incorporate formulas in the rules for which cells to get coloured?
I gave a pretty simple example but what I was actually trying to do is, I have a group of cells which all have a count of events that have happened in some time. I need to find the lower poisson limit for the rate of the event based on the counts in each cell with 90% confidence, for which I know I need to use formulas. Do I just place the formulas in the rules for conditional formatting?
(Sorry if I am misusing terms, I come from python and have just started using excel).
