function/ formula to track my commissions at a new job

I am new to this forum, but have found it very useful recently. But now I can not find an answer to a formula I need, or I can find it but not understand it. I am trying to make a excel sheet to track my commissions at a new job. I need a formula that is well beyond my excel knowledge. lol

I need a formula to calculate the attainment percentage *400 for the payout.
example: anything between 130% and 139.99% would pay 400*1.4. I just do not know or understand how to put all this together in one cell.

    Min Max Attainment Table %
    0% 124.99% actual percentage
    125% 129.99% 130%
    130% 139.99% 140%
    140% 149.99% 150%
    150% 159.99% 160%
    160% 169.99% 225%
    170% 249.99% 250%
    250% --------- actual percentage

Any and all help would be great, hopefully someone understands what I need because I don't know lol

    thanks!!!!
