Trying to copy paste formula for concatenate across rows

I have no idea why a basic concatenate would not copy paste across rows

So Say i have values in a column

03523TBB3
31359M2D4
3137EACY3
3135G0FY4

I am trying to create a string like the below where the values replace the number in the parantheses. So while it works for one record, when i drag it across the rows, the same value repeats itself, though when i click on the formula it shows as if different cells are picked. Any idea why this is happenning?
insert into PME_V_CLIENT_SIL(ID1) values ('JP3910660004');

attached, if you see in column C, i am trying to do a basic formula, and when i copy it across rows 3 and 4, it doesnt seem to work

I just noticed the weirdest thing, when i copy, the numbers dont change, when i save the sheet, the formula seems to work
