Formula to pull distinct data strings

Hi! I've trying different methods and have not been able to find the solution. In the attached file, there is a summary tab and a data dump tab. From the summary tab, I have a drop down list (cell D2) of projects that pulls financial data from the data dump tab based on the project. I'm currently using sumif to get the financial data. However, my issue is that i want to drill down on the Contractor Fixed Bid Cap subcost type and bring over distinct depts that have eithe charged or budgeted a cost for that project. In the data dump tab, each project can have more than 1 dept submitting a fixed bid.

I want the distinct dept data to be viewed under the Contractor Fixed Bid Cap subcost type (C8 - E11). Therefore, a formula will need to look at the data, identify the distinct depts that meet the Contractor Fixed Bid Cap subcost type for the selected Project in D2 and update the summary table.

What suggestions or formula can I use? Please help. It will save me hours of daily work if i can get someone to help me solve this.
