Formula computes correctly, displays wrongly

I don't understand the problem that I am seeing, maybe someone can shed some light.

I am aware that the formulas are circular referenced, but they should not affect the results.

In column D, every cell that shows a result of "0", should be showing a result of "11" or "10". When I click on the fx beside the formula bar, it shows that the formula result is the "10" or "11" as expected.

Any idea on why the discrepancy?
